  <WSC#DGB064:0005:HM>
      hello

  <WSC#DGB064:0010:Z1>
      hello

  <WSC#DGB064:0015:HM>
      is that mark or phil

  <WSC#DGB064:0020:Z1>
      er this is mark

  <WSC#DGB064:0025:HM>
      oh hello mark

  <WSC#DGB064:0030:Z1>
      how are you

  <WSC#DGB064:0035:HM>
      you've just

  <WSC#DGB064:0040:HM>
      er yeah i yeah i'm good

  <WSC#DGB064:0045:HM>
      you've just you just jumped the queue but that's what <{><[>happens</[>
      on on talkback radio

  <WSC#DGB064:0050:Z1>
      <[>yeah</[></{>

  <WSC#DGB064:0055:Z1>
      i was quite pleased

  <WSC#DGB064:0060:HM>
      oh right

  <WSC#DGB064:0065:HM>
      <{><[>now are <.>y</.></[>

  <WSC#DGB064:0070:HM>
      yeah what do you reckon

  <WSC#DGB064:0075:Z1>
      <[>that i didn't have to wait</[></{>

  <WSC#DGB064:0080:Z1>
      um i was gonna talking about the criminal justice <{><[>bill</[>

  <WSC#DGB064:0085:HM>
      <[>well</[></{> let's go for it because it is happening in
      britain and it is a much more reppressive society britain i
      think in a lot of ways than new zealand but i think it's still
      worth considering that things that happen in one country tend to
      happen in another

  <WSC#DGB064:0090:HM>
      have you noticed that <&>4:00</&>

  <WSC#DGB064:0095:Z1>
      it's

  <WSC#DGB064:0100:Z1>
      yeah that's true

  <WSC#DGB064:0105:Z1>
      yeah um i was just ringing up about <?>that</?>

  <WSC#DGB064:0110:Z1>
      in the evening post tonight um they said about the the riots and
      things that the protestors were protesting <&>pronounced as
      processing</&> against um other that the law was going to outlaw
      raves and they defined raves in the evening post as a dancing
      and drugs party

  <WSC#DGB064:0115:Z1>
      <{><[>but</[> um the actual criminal justice bill doesn't
      actually mention drugs at all

  <WSC#DGB064:0120:HM>
      <[>yeah</[></{>

  <WSC#DGB064:0125:HM>
      oh no no no <{><[>no no</[>

  <WSC#DGB064:0130:Z1>
      <[>er</[></{> it's just the music bit of it they don't like

  <WSC#DGB064:0135:Z1>
      like dancing without permission

  <WSC#DGB064:0140:Z1>
      <{><[>they they</[>

  <WSC#DGB064:0145:HM>
      <[>they don't</[></{> like they don't like any of it

  <WSC#DGB064:0150:Z1>
      they define a rave as as any gathering outdoors er of a hundred
      or more people with amplified music and for the first time in
      the history of the world i think they've defined music in legal
      terms and that's a repetitive beat through an amplification
      system or something

  <WSC#DGB064:0155:Z1>
      <O>tut</O> so there's no drugs involved

  <WSC#DGB064:0160:Z1>
      they're just it's the music bit they don't like

  <WSC#DGB064:0165:HM>
      well they <.>don't</.> they don't like the drugs either and the
      <{><[>drugs are usually <?>aren't eh</?></[>

  <WSC#DGB064:0170:Z1>
      <[>no no they got laws for that</[></{> already so that doesn't
      matter <{1><[1><unclear>word</unclear></[1> for the first time
      they've got these laws that people aren't allowed to dance <,>

  <WSC#DGB064:0175:Z1>
      <{2><[2>mm</[2>

  <WSC#DGB064:0180:HM>
      <[1>but yeah okay</[1></{1>

  <WSC#DGB064:0185:HM>
      <[2>yeah</[2></{2> it's kind of weird isn't it

  <WSC#DGB064:0190:HM>
      well <&>5:00</&> they've tried that before

  <WSC#DGB064:0195:Z1>
      <O>tut</O> have they

  <WSC#DGB064:0200:HM>
      yeah footloose

  <WSC#DGB064:0205:HM>
      remember footloose

  <WSC#DGB064:0210:Z1>
      oh that was in that set in that funny little <{><[><?>gambling</?>
      town yeah</[>

  <WSC#DGB064:0215:HM>
      <[><sings><unclear>word</unclear> kick</[></{> up your sunday
      goose</sings> or <.>something</.> well something like that

  <WSC#DGB064:0220:Z1>
      yeah <latch>

  <WSC#DGB064:0225:HM>
      but you know kevin bacon <{><[>teaches the world to dance</[>

  <WSC#DGB064:0230:Z1>
      <[>yeah that was good

  <WSC#DGB064:0235:Z1>
      do</[></{> it again

  <WSC#DGB064:0240:HM>
      yeah

  <WSC#DGB064:0245:Z1>
      i liked it <{><[>um</[>

  <WSC#DGB064:0250:HM>
      <[>yeah</[></{> for the kids

  <WSC#DGB064:0255:Z1>
      they're also um er criminal justice bill also outlaws um
      squatting

  <WSC#DGB064:0260:HM>
      yeah that's <{1><[1>pretty</[1> serious

  <WSC#DGB064:0265:HM>
      <{2><[2>oh no that's right yeah</[2>

  <WSC#DGB064:0270:Z1>
      <[1>yeah</[1></{1>

  <WSC#DGB064:0275:Z1>
      <[2>so that puts about</[2></{2> several several thousand people
      out of out of their house as soon as it comes in

  <WSC#DGB064:0280:HM>
      out on to the street

  <WSC#DGB064:0285:Z1>
      um and also <{1><[1><unclear>word</unclear> <?>sabbing</?> which
      is</[1> hunt sabbing <{2><[2>which is they've got</[2> fox
      hunting over there and people go and try and rescue the foxes
      and things and stop the hunters getting them and um that's gonna
      be outlawed

  <WSC#DGB064:0290:Z1>
      it's it's called aggravated trespass

  <WSC#DGB064:0295:Z1>
      <{3><[3>er it's</[3> when you trespass on someone's land with
      the

  <WSC#DGB064:0300:HM>
      <[1>to survive

  <WSC#DGB064:0305:HM>
      say what?</[1></{1>

  <WSC#DGB064:0310:HM>
      <[2>oh yeah yeah yeah yeah</[2></{2>

  <WSC#DGB064:0315:HM>
      <[3>aggravated yeah</[3></{3>

  <WSC#DGB064:0320:HM>
      with intent

  <WSC#DGB064:0325:Z1>
      object of stopping them doing something <{1><[1>like like</[1>
      mutilating a fox or whatever they do um and what was the other
      one <{2><[2>that oh and also they're</[2> gonna outlaw protests
      um that take place within sight of the target <&>6:00</&> of the
      protest <,>

  <WSC#DGB064:0330:Z1>
      so <{3><[3>you can have a public protest</[3> say in in lambton
      quay about or not

  <WSC#DGB064:0335:Z1>
      well you can still here but if if it was in new zealand it would
      mean that you could have protests about motorways in lambton
      quay

  <WSC#DGB064:0340:HM>
      <[1>instead of just wanting to wander <.>round</.></[1></{1>

  <WSC#DGB064:0345:HM>
      <[2>the british are weird man</[2></{2>

  <WSC#DGB064:0350:HM>
      <[3><O>laughs</O> uh huh</[3></{3>

  <WSC#DGB064:0355:HM>
      but not at the motorway

  <WSC#DGB064:0360:Z1>
      BUT not at the motorway and not at fran wilde's house and not at
      the council building

  <WSC#DGB064:0365:HM>
      aha

  <WSC#DGB064:0370:Z1>
      so you can protest but not at within sight of the person that
      you're trying to argue with

  <WSC#DGB064:0375:HM>
      i think they have a more bit problem with the protesters over
      there than we do here <latch>

  <WSC#DGB064:0380:Z1>
      yeah um as was seen on the news tonight

  <WSC#DGB064:0385:Z1>
      they have big riots and things <{1><[1><?>which</?></[1> so
      they're a wee bit more worried about it <{2><[2><unclear>word</unclear></[2>

  <WSC#DGB064:0390:HM>
      <[1>exactly</[1></{1>

  <WSC#DGB064:0395:HM>
      <[2>so were you down at</[2></{2> were you down at the
      barricades on er

  <WSC#DGB064:0400:Z1>
      no i live in here

  <WSC#DGB064:0405:Z1>
      i don't live in <,> england

  <WSC#DGB064:0410:HM>
      no no no for on on for the motorway

  <WSC#DGB064:0415:Z1>
      zoh yeah i was actually

  <WSC#DGB064:0420:HM>
      were <{><[>you <?>yeah?</?></[>

  <WSC#DGB064:0425:Z1>
      <[>yeah yeah</[></{> i i arrived there about twelve

  <WSC#DGB064:0430:Z1>
      <?>we</?> sort of hung around for a while and then went away
      again

  <WSC#DGB064:0435:HM>
      and what was your impression

  <WSC#DGB064:0440:Z1>
      um it was <,> it was quite good <.>it</.>

  <WSC#DGB064:0445:Z1>
      you know it was the first one so i think

  <WSC#DGB064:0450:HM>
      yeah <{><[>yeah</[>

  <WSC#DGB064:0455:Z1>
      <[>there</[></{> was quite a few people when i get there

  <WSC#DGB064:0460:Z1>
      like helen said just then there was about what did she say about
      ten people

  <WSC#DGB064:0465:HM>
      yeah <&>7:00</&>

  <WSC#DGB064:0470:Z1>
      there was about twenty twenty or thirty when i was there

  <WSC#DGB064:0475:Z1>
      i actually went up the building to transit new zealand and asked
      them when the meeting finished and they said what meeting and i
      <{1><[1>said the meeting</[1> about the motorway and they said
      is there a meeting about the motorway and i says yes

  <WSC#DGB064:0480:Z1>
      <{2><[2>have you seen all those people outside protesting and
      they said oh yeah we</[2> saw them

  <WSC#DGB064:0485:Z1>
      we wondered what they were doing

  <WSC#DGB064:0490:HM>
      <[1><O>laughs</O></[1></{1>

  <WSC#DGB064:0495:HM>
      <[2><O>laughs</O></[2></{2>

  <WSC#DGB064:0500:XX>
      <O>laughs</O> <latch> <{><[><O>laughs</O></[>

  <WSC#DGB064:0505:Z1>
      <[>so they didn't</[></{> actually connect that the people
      outside with what was happening in their building

  <WSC#DGB064:0510:HM>
      it's a pretty surreal world <{><[>sometimes</[>

  <WSC#DGB064:0515:Z1>
      <[>yeah</[></{> so they they couldn't actually tell me when the
      meeting finished

  <WSC#DGB064:0520:Z1>
      yeah and i i went to the mayor's office after that asking to see
      her but apparently it takes two weeks

  <WSC#DGB064:0525:HM>
      you've got to <O>voc</O> you've got to book in to see the mayor

  <WSC#DGB064:0530:Z1>
      yeah

  <WSC#DGB064:0535:HM>
      that's like a dentist

  <WSC#DGB064:0540:Z1>
      yeah

  <WSC#DGB064:0545:HM>
      maybe not quite <{><[>as painful</[>

  <WSC#DGB064:0550:Z1>
      <[><.>cheap</.></[></{>

  <WSC#DGB064:0555:Z1>
      <?><.>perhap</.></?> <latch>

  <WSC#DGB064:0560:HM>
      <.>ch</.> cheaper than the yeah well it's free isn't it free to
      see the mayor but oh she's she's a busy woman

  <WSC#DGB064:0565:HM>

      you know

  <WSC#DGB064:0570:HM>
      she knows i'm coming

  <WSC#DGB064:0575:HM>
      she wants to prepare two weeks

  <WSC#DGB064:0580:HM>
      of course she does

  <WSC#DGB064:0585:Z1>
      oh <.>y</.> have you got an appointment have you

  <WSC#DGB064:0590:HM>
      no i've <?>lied <&>pronounced as died</&></?>

  <WSC#DGB064:0595:HM>
      what do i have to say to her

  <WSC#DGB064:0600:Z1>
      oh i see

  <WSC#DGB064:0605:HM>
      well you know

  <WSC#DGB064:0610:Z1>
      mm um <&>8:00</&>

  <WSC#DGB064:0615:HM>
      face to face maybe i could

  <WSC#DGB064:0620:HM>
      she bought me a drink once before she was the mayor

  <WSC#DGB064:0625:Z1>
      ah how come

  <WSC#DGB064:0630:HM>
      well it <.>w</.> it was when um we were doing the rock the quota
      and she was you know being one of the <{1><[1>labour</[1> m ps
      down with <{2><[2>the side of the quota bill and of course <?>yeah</?></[2>

  <WSC#DGB064:0635:Z1>
      <[1>oh</[1></{1>

  <WSC#DGB064:0640:Z1>
      <[2>oh of course <,>

  <WSC#DGB064:0645:Z1>
      yeah i went i went to</[2></{2> some of them <{><[>in</[>
      christchurch

  <WSC#DGB064:0650:Z1>

  <WSC#DGB064:0665:HM>
      yeah <latch>

  <WSC#DGB064:0670:Z1>
      m p who <{><[>introduced that</[>

  <WSC#DGB064:0675:Z1>
      he <.>wa</.> he was quite a nice chap

  <WSC#DGB064:0680:HM>
      <[>yeah yeah</[></{>

  <WSC#DGB064:0685:HM>
      oh no <{><[>he's all right

  <WSC#DGB064:0690:HM>
      he's all</[> right

  <WSC#DGB064:0695:HM>
      he's he's one of the few labour m ps who increases their
      majority you know

  <WSC#DGB064:0700:Z1>
      <[>for a politician</[></{>

  <WSC#DGB064:0705:Z1>
      yeah he was sort of looked like a real human being

  <WSC#DGB064:0710:HM>

      he looked like one

  <WSC#DGB064:0725:HM>
      he didn't <{><[>look like</[> plastic man

  <WSC#DGB064:0730:Z1>
      <[><?>um</?></[></{>

  <WSC#DGB064:0735:Z1>

      that

  <WSC#DGB064:0745:HM>

  <WSC#DGB064:0755:HM>
      oh jonathan hunt oh <{><[>yeah</[>

  <WSC#DGB064:0760:Z1>
      <[>and he</[></{> was he was plastic like he was um

  <WSC#DGB064:0765:HM>
      he'd been in the system too long

  <WSC#DGB064:0770:Z1>
      i was i was working for access radio in christchurch and he came
      in to have his photo opportunity and he had all this stage
      makeup on for the photo

  <WSC#DGB064:0775:HM>
      scary

  <WSC#DGB064:0780:Z1>
      and he sort of came in

  <WSC#DGB064:0785:Z1>
      there was this sort of plastic fellow in a suit and he shook my
      hand and everything and um had this photo <&>9:00</&>
      opportunity <.>and</.> and soon as soon as the photo was
      finished he didn't want to talk to me ever again so off he went

  <WSC#DGB064:0790:HM>
      all <{><[>right</[>

  <WSC#DGB064:0795:Z1>

  <WSC#DGB064:0860:Z2>
      <O>tut</O> hi mark

  <WSC#DGB064:0865:Z2>
      yeah i want to talk about the criminal justice and public order
      bill

  <WSC#DGB064:0870:HM>

      um i'm i'm not sure

  <WSC#DGB064:0885:Z2>

      yeah</[1> um but you've really only scratched the surface with
      <{2><[2><unclear>word</unclear></[2>

  <WSC#DGB064:0895:HM>
      <[2>i i</[2></{2> think we have

  <WSC#DGB064:0900:HM>
      you perhaps you could dig a little deeper for us

  <WSC#DGB064:0905:Z2>
      <O>tut</O> well there's a stop and search clause in it which
      enables the police if they believe that in quotes <quotes>instance
      of serious violence may take place in any locality</quotes> end
      quotes they then they can authorise stop and <&>10:00</&>
      searches of pedestrians and vehicles <,> and

  <WSC#DGB064:0910:HM>
      that's quite handy

  <WSC#DGB064:0915:Z2>
      yeah it is quite handy for them isn't it

  <WSC#DGB064:0920:HM>
      yep yep

  <WSC#DGB064:0925:Z2>
      and um then there's other clause clauses

  <WSC#DGB064:0930:Z2>
      there's about five of them relating to people living in vehicles

  <WSC#DGB064:0935:HM>
      living in vehicles

  <WSC#DGB064:0940:HM>
      yeah these are to <.>dis</.> discourage the so called travellers
      the gypsies <{><[>renowned</[> in english society for many years
      and um now they want them out of the way don't they

  <WSC#DGB064:0945:Z2>
      <[>yeah</[></{>

  <WSC#DGB064:0950:Z2>
      yeah well um at the moment er they the public order act requires
      people who are trespassing with twelve vehicles or more or who
      damage properties to leave when requested by the police or face
      arrest but now um they're going to remove the trespass clause
      and reduce the number of vehicles to six so that um if even if
      you've got the permission of the land owner to be on that land
      um the local authority can request you to leave and <.>arr</.>
      and you can be arrested by the police if you DON'T

  <WSC#DGB064:0955:Z2>
      and er local authorities' duty to provide sites for a limited
      number of travellers is abolished <&>11:00</&>

  <WSC#DGB064:0960:HM>
      all right

  <WSC#DGB064:0965:Z2>
      so yeah

  <WSC#DGB064:0970:Z2>
      <{><[>it <?>it it</?></[>

  <WSC#DGB064:0975:HM>
      <[>all right

  <WSC#DGB064:0980:HM>
      do you</[></{> do you ever think that sort of thing could happen
      here

  <WSC#DGB064:0985:Z2>
      <O>tut</O> well er i hope it doesn't <{1><[1>but it's possible

  <WSC#DGB064:0990:Z2>
      i mean it's</[1> sort of it's sort of crept up on everyone in
      england

  <WSC#DGB064:0995:Z2>
      the opposition <O>tut</O> has come from like wide variety of um
      groups who um sort of had no <.>for</.> sort of formal
      networking or er any sort of networking at all and so <{2><[2>it's</[2>
      sort of crept up on them <latch>

  <WSC#DGB064:1000:HM>
      <[1><O>laughs</O> hope's hope's not good enough yeah</[1></{1>

  <WSC#DGB064:1005:HM>
      <[2>right</[2></{2>

  <WSC#DGB064:1010:HM>
      yeah <latch>

  <WSC#DGB064:1015:Z2>
      and i'd noticed today that um all on in the um demonstration
      against it all the political parties except the conservatives
      that's what the radio and t v have reported anyway were were
      present on the march but i mean <O>tut</O> um according to the
      guardian at the end of august the um none of political parties
      had taken part in any protests at all against the against the
      bill at <{1><[1>all

  <WSC#DGB064:1020:Z2>
      so</[1> i mean <O>swallows</O> <.>and</.> <.>and</.> <.>and</.>
      they would have been the ones that would have um known it was
      coming in in the first place so <{2><[2>and they they seem to be</[2>
      jumping on the bandwagon a bit after it's all gone through
      trying to um trying to make out that they've they've been
      against it but they haven't

  <WSC#DGB064:1025:HM>
      <[1>right</[1></{1>

  <WSC#DGB064:1030:HM>
      <[2><?>yeah <.>what</.> <.>what</.> <.>what</.></?></[2></{2>
      <&>12:00</&>

  <WSC#DGB064:1035:HM>
      well that's just politics mate

  <WSC#DGB064:1040:Z2>
      <.>y</.> yeah well

  <WSC#DGB064:1045:HM>
      and the british are <,> crazy

  <WSC#DGB064:1050:HM>
      that's what they do

  <WSC#DGB064:1055:HM>
      hey er we're gonna go to a um thanks thanks for that information

  <WSC#DGB064:1060:HM>
      that was <{1><[1>excellent</[1> and first time caller <{2><[2>yeah?</[2>

  <WSC#DGB064:1065:HM>
      okay good man

  <WSC#DGB064:1070:Z2>
      <[1>yep</[1></{1>

  <WSC#DGB064:1075:Z2>
      <[2><?>cool</?></[2></{2> <&>12:16</&>
